What is an Apostille and How is a notary involved?

An apostille is an international certification that makes a Texas document valid for use in another country that participates in the Hague Convention. We help you review, organize, and submit your documents to the Texas Secretary of State or U.S State Dept. for apostille and authenitication processing. As notaries, we can notarize signatures on qualifying documents, and act as a courier for your submission. We cannot certify document contents, authenticate vital records, or provide legal advice. Our role is to guide the process and ensure your paperwork is properly submitted for international use.

What We Can Do — Notarize signatures on qualifying documents if needed, review, and organize documents for apostille or authentification submission, and ensure paperwork meets both Texas Secretary of State and U.S Dept. of State guidelines.

What We Cannot Do — Toler & Co. does not certify or validate the truth of document contents; issue or authenticate vital records; provide legal advice or determine whether an apostille is required; modify or correct government‑issued documents.

Document Review

We thoroughly check your documents for accuracy and confirm they meet Texas Secretary of State or U.S. Department of State requirements before submission.

Notarization (if needed)

Documents requiring notarization for both state and federal submission (if applicable) will be completed as part of the service.

Federal Submission/U. S Department of State Verification

For documents requiring federal authentication or apostille certification; we personally review, and ensure completed paperwork is submitted professionally and properly on your behalf to the U.S. Department of State via mail or in person depending on travel time constraints per the guidelines.

* In person submission accepted on case-by-case basis subject to additional fees due to travel and time requirements involved. All parties must agree on fee and retained before travel to U.S Dept. of State office is completed.

Secretary of State Submission

We personally ensure documents are submitted properly per the state's requirements and submit by mail/priority shipping, and/or deliver directly to Austin if requested.

* In person submission for accepted on case-by-case basis subject to additional fees due to travel requirements involved. All parties must agree on fee and retained before travel to Texas Secretary of State Office is completed.

Delivery Options and Timeliness

We provide full handling of documents that includes same day mailing submission for both Texas and federal apostille/authentication submission, or personal delivery to on a case-by-case basis at the notary's discretion. Companies utilized in shipping are USPS Priority Mail, FedEx Express, or UPS Next Day Air. For non-urgent matters only, if those previously listed cannot be utilized, USPS Priority Express Mailing is utilized.

All documents are shipped with major confirmed carriers notated above, with insured, trackable shipping that will also be provided to the client.

Turnaround times vary based submission type and are subject to U. S Dept. of State and/or Texas Secretary of State processing.

Return Delivery

Completed apostilled or authenticated documents are shipped either directly back to you at a specified confirmed address, or sent to company secured P.O Box at clients request. If documents are recieved at company P.O Box, clients will be notified, and will available for local pickup or delivery upon reciept at your earliest convienance.

In-Person Submission to Austin

Standard Austin Courier Service — $600 flat rate

A designated courier will travel from Abilene, Texas to Austin for the purpose of submitting the client’s documents directly to the Texas Secretary of State. This rate includes round‑trip travel, physical delivery of documents to the appropriate state office, monitoring of processing status, and secure return of completed apostille materials.

This service is intended for clients requesting direct in‑person state-level submission for standard (non‑urgent) matters.

Priority Austin Courier Service — $800 flat rate

This expedited service includes all components of the Standard Austin Courier Service, with guaranteed in‑person submission to the Texas Secretary of State within 48–72 hours of receipt.

This service is intended for clients requesting direct in‑person state-level submission for time‑sensitive deadlines or ugent circumstances.

Processing timelines are determined solely by the Texas Secretary of State and may vary.

Standard D.C. Courier Service — $1,850 flat rate

Under the Standard D.C. Courier Service, a designated courier will travel from Abilene, Texas to Washington, D.C. for the sole purpose of submitting the client’s documents directly to the U.S. Department of State. This rate includes round‑trip airfare, local ground transportation, lodging, physical delivery of documents to the appropriate federal office, monitoring of processing status, and secure return of all completed materials.

Priority Washington D.C. Courier Service — $2,250 flat rate

The Priority D.C. Courier Service provides expedited handling for documents requiring urgent federal authentication. This tier includes all components of the Standard D.C. Courier Service, with enhanced prioritization at each stage of travel, submission, and return. Under this service, a designated courier will deliver the client’s documents in person to the U.S. Department of State within 48–72 hours of receipt. Priority Courier is recommended for clients facing time‑sensitive deadlines or circumstances requiring the fastest possible submission pathway.

This service is intended for clients requesting direct in‑person federal submission for time‑sensitive deadlines or ugent circumstances.

This rate includes round‑trip airfare, local ground transportation, lodging (if needed), physical delivery of documents to the appropriate federal office, monitoring of processing status of all completed materials to the client.

This service is intended for nonurgent matters requesting direct state and federal submission without the reliance on mail‑based processing.

Austin Next Day + D.C. Priority— $3,050 Flate Rate

The Priority Courier Service provides expedited scheduling and accelerated handling for documents requiring urgent federal and state authentication. This tier includes all components of the Standard Courier Service, with enhanced prioritization at each stage of travel, submission. Priority
